The small-size silver certificate (1928–1964) was only regularly issued in denominations of $1, $5, and $10. In 1928, all United States bank notes were re-designed and the size reduced. Large-size silver certificates (1878 to 1923) were issued initially in denominations from $10 to $1,000 (in 18) and in 1886 the $1, $2, and $5 were authorized. Since 1968 they have been redeemable only in Federal Reserve Notes and are thus obsolete, but still valid legal tender at their face value and thus are still an accepted form of currency. The certificates were initially redeemable for their face value of silver dollar coins and later (for one year – Jto June 24, 1968) in raw silver bullion.
They were produced in response to silver agitation by citizens who were angered by the Fourth Coinage Act, which had effectively placed the United States on a gold standard. Silver certificates are a type of representative money issued between 18 in the United States as part of its circulation of paper currency.

GSA dollars that were tarnished or “toned”, and therefore do not say “Uncirculated” on the plastic case, also came with a different card that does NOT have a serial number on it. Having a GSA dollar with the “wrong” card, or no card at all, can potentially affect the coin’s value.ģ. For example, the 1884-CC GSA dollars came with a card having a serial number beginning with “84”. What that means is this: When the coins were originally sold by the government, the certificate of authenticity that came with each coin had a serial number in the upper right hand corner, and the first two digits of that serial number matched the date on the coin. For a GSA dollar to be considered “complete”, it *** MUST *** have the “right” card.

Most of these “GSA” dollars were encapsulated in hard plastic cases nestled in an outer black box, and included a certificate of authenticity from the U.S. Knowing these coins were worth more than their $1 face value, and desiring to offer them to the public, they turned to the Government Services Administration (GSA). A great many (but not all) of these silver dollars had been minted at the long-closed mint in Carson City, Nevada. Not long after the United States Mint stopped making circulating coinage out of 90% silver, they discovered a large quantity of Morgan Silver Dollars in uncirculated mint bags that had never been released into circulation.
